Export of timber to non-EU countries
When exporting timber to non-EU countries, you must observe the destination country’s plant health requirements. These vary by country and tree species. The exporter must determine the requirements well in advance of exporting goods.
In most cases, a phytosanitary certificate is required. Shipments may not be infested with any of the plant diseases or pests specified in the requirements of the destination country. Exporters of timber requiring a phytosanitary certificate must register with Evira's plant health register.
Inspections of export capacity
Inspections of export capacity are conducted annually at sawmills and other corresponding businesses that produce export timber requiring a phytosanitary certificate. These inspections ensure that the products meet the requirements set by destination countries.
If a production plant has a labelling right compliant with the ISPM 15 standard, or it manufactures kiln-dried timber, the inspection involves ensuring that the heat treatment plant temperature and treatment time comply with the ISPM 15 standard requirements, or that the percentage of moisture in the timber meets the requirements set for kiln-drying. Labels used on timber are also inspected.
Timber exported from a plant that has undergone export capacity inspection is usually not inspected at the time of export. Instead, a phytosanitary certificate is granted on the basis of the inspection. Export capacity remains valid for a year from the inspection and is subject to a charge.
