Control Department

The purpose of  the Control Department is to ensure the safety and quality of foods, and of production materials in agriculture and forestry, animal health and welfare, and plant health, through development and steering. The Department also engages in control functions in the domain of Evira. The Department further manages controlling planning in the domain of Evira, training, operations inspections, reporting, monitoring and information systems.

Below briefly, the units and sections of the Control Department, and their respective tasks are described.

Food Hygiene Unit

Sections:

The Hygiene Unit is responsible for managing, developing and guiding hygiene controls, and meat inspections of primary production, production and retailing of food, and executes controlling as included in the tasks of the Unit.

Plant Health Unit

Sections:

The Plant Health Unit is responsible for managing, developing and guiding the controlling of plant health, the health and quality of plant materials, production of verified plant materials, and production and marketing of forestry materials, and executes controlling as included in the tasks of the Unit.

Meat Inspection Unit

The Meat Inspection Unit is responsible for the management, development and guidance of meat inspection personnel conducting inspections at slaughterhouses, small slaughterhouses and game handling establishments and at food premises adjacent to them; for the approval of slaughterhouses, small slaughterhouses and game handling establishments and food establishments adjacent to them. The Unit’s meat inspection personnel are responsible for meat inspection and control at slaughterhouses, small slaughterhouses and game handling establishments and at food premises adjacent to them.

Feed and Fertilizer Control Unit

The  Feed and Fertilizer Control Unit is responsible for managing, developing and guiding the controlling of feeds and fertilizers, plant protection agents, and when being qualified, by-products of animal origin, and executes controlling as included in the tasks of the Unit.

Seed Certification Unit

Sections:

  • Field Trials and DUS Testing
  • Certification and Supervision

 

The Seed Certification Unit is responsible for certifications related to seed production and for management, development, guidance and execution of control pursuant to legislation on seed production and the Act on Wild Oats and of control pursuant to the Gene Technology Act. The Unit also manages the duties specified in the Plant Breeder’s Right Act (1279/2009) and is responsible for the preparation and publication of Finland’s national catalogue of varieties.

Animal Health and Welfare Unit

The Animal Health and Welfare Unit is responsible for managing, developing and guiding the controlling of animal health and welfare, and medication of animals.

Product Safety Unit

The Product Safety Unit is responsible for managing, developing and guiding the controlling and preventing of misleading information relating to the safety and marketing of such materials and articles for food as will come in contact with food, and executes controlling as included in the tasks of the Unit.

Import, Export and Organic Control Unit

The Import, Export and Organic Control Unit is responsible for managing, developing and guiding veterinary border inspections, controlling at sites of first arrival of food of animal origin as related to the trade on the internal market, and controlling of ecologic production and produce from ecologic production, and executes controlling as included in the tasks of the Unit.

The unit also is responsible for recalling, and development of issues related to exporting, and for certain task as required by the act on implementation of the EC common agricultural policy.
