With respect to holders of markings compliant with the ISPM 15 standard, plant health inspectors from Evira and ELY-centres conduct inspections. These inspections ensure that the wood used for manufacturing packaging material meets the requirements of the standard and that the markings are appropriate. Such an inspection is subject to a charge.

Wooden packaging material imported to Finland from non-EU countries is inspected at points of entry and in importers’ warehouses. Import inspections are free of charge. These inspections establish whether imported packaging material meets with the requirements of the ISPM 15 standard and whether the material is free of pests. Inspections include taking chip samples from packaging, in order to confirm that it is free of the pine wood nematode.

Imported packaging material that fails to meet the requirements of the ISPM 15 standard in terms of markings, treatment or plant health, is declared to be under import prohibition. The inspector issues a written decision on the import prohibition, specifying measures to be taken regarding the packaging material. The importer must carry out such measures at his/her own cost.
