Plant and plant product trade

These pages contain information on the plant and plant product trade in the EU internal market.

Apart from restrictions concerning protected zones, the marketing of plants that meet legal requirements as regards plant health, quality and labels, is free within the EU area.

Products must not host quarantine pests or diseases. Moreover, plant propagation material must not host other pests and must comply with the quality requirements specified in the Plant Propagation Material Act. Plants of a certain species must carry Plant Passport labels and plant propagation material must have a supplier’s document.

Stricter requirements apply to the transport of plants into EC Protected Zones (ZP). Finland is a protected zone with respect to several harmful organisms and pests.

The Finnish Food Safety Authority Evira and ELY-centres conduct random checks, to control product health and the usage of labels, at plant stores and wholesale garden suppliers.
