Draft Opinion of EFSA on genetically modified plants developed for non-food or non-feed purposes available for public consultation

EFSA has already assessed genetically modified (GM) plants developed for non-food or non-feed purposes, for example a starch potato and carnations for ornamental use, and new applications are to be expected in the future. Such GM plants may be used to produce medically useful biologically active molecules, such as vaccines and antibodies, diagnostic products, industrial enzymes or raw materials for the production of biopolymers, biofuels, paper or starch. Other non-food or non-feed purposes of genetically modified plants may include energy production, phytoremediation, that is to say restoration of spoiled land areas and deactivation of detrimental materials with the help of green plants, landscape improvement and ornamentals.
Prior to the decision by the European Commission, EFSA carries out a scientific risk assessment on each of the authorisation applications for genetically modified organisms. Based on the opinion of EFSA and other information, the Commission presents a draft decision for the Standing Committee, consisting of representatives from the member countries, to vote on. The elements for the safety assessment are laid down by Directive 2001/18/EC. EFSA has previously provided a detailed guidance document for the assessment of GM plants and derived food and feed. The draft document now available for comment is an addition to this.
